Endochondral preosteoblasts are cells in the inner layer of the periosteum that develop into osteoblasts. Theses cells which will develop to become osteoblasts, will secrete the osteoid, an organic non-mineralized portion of the bone matrix which is formed before the actual maturation of the bone occurs.
