In the forebrain, the initial layer of meningeal cells is part of a wave of rostrally migrating cranial neural crest cells originating from the diencephalic neural crest. This first group of meningeal cells ultimately becomes part of the leptomeninges, which contains two inner layers—the pia and arachnoid.

In human these progeniotrs appear at Carnegie stage 15 or 4th gestational week
