In embryonic development, the leptomeninges are a loose network of cells lying in close contact with the surface of the brain, adjacent to the glial limitans, and intermingled with blood vessels of the perineural vascular plexus.

Leptomeninges are first identifiable in human embryos between stages 17 and 18 and E13 in mouse.
